Rezumat
Corruption is a world-wide phenomenon, which affects all the states, whether they are well developed or in a transition phase. It existed forever and was practiced, in different ways, in all societies. For every single state, corruption represents one of the most important problems, which probably will never be controlled. But we can still reduce it at minimum. Corruption does not have just an occult nature, but also a tempting one. There are no complaints because the persons guilty of such facts take advantage of all their criminal deeds. The corruption acts are committed in specific conditions of the state activity, having a high degree of adaptability. It is in a permanent process of modification and improvement.
