Rezumat

The article represents a study on the necessity of the penal protection of social relations with regard to licensing. The author carries out an interpretation of the aspects that refer to the substantiality of the penal norms that provide the responsibility for the offences inflicted on social relations with regard to licensing. Especially, the objective relations that inspire the legislator to pass the specified bills are examined. An analysis of the correlation between the accusations that protect social relations regarding the licensing and the society’s requirements is made in the article. The author puts forward recommendations regarding the modification of the article 241 of the Criminal Code of Republic of Moldova.
