Rezumat

The system that was based on „zemstvo”, applied at the time of „tzarism” had on its foundation on a very well pronounced autonomy, that was looking for administrations, interested in the needs of local character, to concentrate the attention on local problems and to disinterest those that were for the rulers of the supreme state.
