Rezumat

This article represents an analysis of perceptions of corruption in society on anti-corruption policies in co-report with the state’s anticorruption policies. Assessment and measurement of corruption have always been a challenge. As long as the transaction benefits from the act of corruption satisfy both parties, the actual crime statistics remain outside any official suspicion. When the official criminal statistics may not give a conclusive answer to this question is basically calling people to perception, measuring indirect which can not be measured directly. Having experience in dealing with exponents of public service, people share their views in the surveys on the extent of corruption in the country, although they do not always understand the content of these legal and criminal offenses. One of the anti-corruption policies key objectives is to implement legislative reforms designed to create a stable and coherent legal framework, except contradictions and ambiguities that have the effect of double interpretation of the law, which is a serious risk to facilitate corruption. Given the importance of disclosure of corruption, especially the effects it may occur at state, regional or global levels, fight against this phenomenon has resulted in several international instruments that constitute a broad framework for international cooperation and, last but not least, an evidence of special concern of the international community to combat this phenomenon difficult to restrain.
