Rezumat
In this study there is analyzed the concept of the democratic security as main activity of the Council of Europe. The Council’s response to the problems, challenges and opportunities that it recognizes represents sixty years of accumulated wisdom supported by the democratic actions and ideals of forty-seven member states. It is a democratic discourse that can be condensed into five main principles: the primacy of parliaments, representation, transparency and accountability, local democracy and subsidiary, participation and civic society. The acquits of the Council of Europe in the field of democracy provides both a stock take of what the Council thinks in this area and an analysis of the problems and opportunities that face the European democracy.
