DOCTRINA MILITARĂ ÎN CONTEXTUL TRANSFORMĂRILOR GLOBALE

Rezumat
The military doctrine is formed taking into consideration the internal and external political and economic factors, the geographic position, the real possibilities of the state, and the changes that take place on the international level, the current political and military situation in the world. The need to abandon the concept of “military doctrine” is forwarded by pro-American and pro-western way of thinking adepts, reasoning this by the fact that in the west the given term has a broader meaning, which includes all the opinions on political and territorial issues. The military and strategic aspect of the military doctrine represents the theoretical background of the military strategy that determines the states attitude (regarding the military issues) towards war, the character of the enemy’s actions compared to the actions undertaken by the allies, ways of fighting on different levels, the strategic aspect of war, the logistic means. The political state of the civil society and of the army is the preparing degree of the national security interests. The confidence loss and the decrease of the defense capacity of the state may negatively influence on the socio-economic development, in some cases might even cause violence. The enactment of a new military doctrine is a legal and fair process, for the reforms that take place worldwide require not just from Republic of Moldova, but other world states as well to reevaluate and redirect the military doctrine content. Both the USA and NATO member states have determined the top priorities for their military doctrine. For Republic of Moldova, which is an independent state, the military doctrine elaboration is one of the major problems of the humanitarian policy.
