Autonomy is considered to be the condition sine qua nan of the existence of a University. If autonomy would not be complied with, the institutions of higher education would not only be run tool, even stocked with personality, the decisions of the Ministerial financial literacy; it would not only be the guarantor of one (or more) public funds, the management tool of the State budget lines (or the other body or granting public funds)
