Rezumat

In a knowledge society the degree of implementation of new concepts of innovations, reforms and technologies in governing and decentralization processes is based on information and ideas. Fiscal decentralization has become important, being associated with state efficiency. Decentralized governing structure can better influence the quality of public services. This refers to school education, primary health care, utilities and other local public services. Knowledge transfer, fiscal decentralization and good governance is possible in case of close relationships between research, production and education through different modalities such as increasing of cooperation between public research, private industrial institutions and firms, in a form of partnership or projects to be implanted at the national and international levels.
