Rezumat

Even in the first months of existence of MSSR in the USSR (August-October 1940) the Soviet government organized the first wave of forced migration of population from the country. During March 1940-June 1947 migration organized process in Moldova was coordinated by the Republican Main Directorate of Labour Reserves of the USSR Ministry of Labor Reserves. But by the end a.1940 the Republic abandoned the implementation of this structure by approximately 90,000 people. After 1944 the Directorate activity resumed in the same volumes, but the selection of the first signs posted outside the borders of the Republic (there were not admitted to the sick, disabled, people with families, etc.). But attempts to apply methods of forced mobilization by authorities already in 1946-1947 brought to mass desertions of Moldovan population, which could not be stopped with either arrests or convictions to imprisonment. All these measures imposed more "liberal” rules to be applied.
