THE REPUBLIC OF MOLDOVA: CONSTITUTION, ORGANIZATION AND OPERATION

Abstract

The article examines how to build and operate one of the central political authorities in Moldova – the Parliament. It is noted that in accordance with the Constitution, the Parliament is the supreme representative body of the people of Moldova and the sole legislative authority of the state. The Parliament is elected by universal, equal, direct, secret and freely expressed. The Constitution set (in art.64) regulating the structure, organization and operation shall be regulated by the Parliament. According to the Regulation, the Parliament structure includes: the Speaker, the VicePresidents, the Permanent Bureau, fractions and committees. They are plain terms in office, and meeting the parliamentary session, and the correlations that exist between them. It shows how hearings are conducted in the Parliament, parliamentary debates and the legislative procedure, which is the most important operation in the work of the Parliament, as the result of this process occurs by legislating the sole legislative authority of the country. The article mentions that during April 1990 - March 2013 6040 the Moldovan Parliament adopted the legislative acts of the 2194 law, the 3400 decision (judgment) and 446 statements and official calls.
