Abstract

The theory of public finances suggests that the decisions had to be taken at the lowest levels of government and refers to the purposes of allocative efficiency, reflections of scale economy and cost-benefit issues. The decentralized decisions extend the possibilities of local government participation in development. The greater the range of responsibilities of local governing is, the greater the share of total government revenue must be assigned.
