Abstract

In this paper is analyzed the evolution of the science of science and is shown its necessity for decision-making in the research-development (R&D) sphere. The author reviews the development of this scientific field and demonstrates that the modernization of the national R&D system is possible only in the following conditions: the decision makers and researchers understand the functions of the R&D in the modern society and know the principles of the science development. The conclusion is that the identification of viable solutions, expressed by science policies, can be achieved when is based on complex investigation of the phenomenon and the interaction of particular specialties of the science of science.
