Abstract

Public finances of the European Union have played a central role that was seldom acknowledged as such, in helping to consolidate the market, the legislative and institutional construction and to implement the internal policies of the Union. To support the implementation of European policies financial resources are required, hence, they should be reflected in a general budget of the European Union.
