Abstract
The study aims to investigate the processes and issues of establishing the environment of the human resources training system, the role of the state bodies, the innovations and the education of the qualified personnel. The discrepancy between the political environment and the economic reality implies the need to increase welfare and living standards through innovations. The processes of globalization, the growth of cutting-edge technologies, artificial intelligence and new materials have a beneficial impact on society. National economies rely on the internal and external environment and on economic benefits to capitalize opportunities for global issues. The traditional factors of economic growth which ensured a significant recovery of the country's economy in the last century are almost exhausted today by the stringent question of finding new sources of development. Starting from this, the main task is to revise the previous priorities in the region's economy, the main types of activities that proved to be incapable of playing the role of the locomotive of the regional economy. In this respect, the problem of setting up the economic development poles arises, which is closely related to the rationale of the country's innovative strategic choice and the transition of the economy to innovative development. The author's point of view is accompanied by arguments from scientists and national and international statistics. Keywords: innovation, society level, cutting-edge technologies, human resources training, state policies.
