Abstract

The author presents the public procurement system that must be in a condition of environmental sustainability and social-economic development. In this context, she approaches the concept of sustainable public procurement (SPP) as a process by which public entities procure goods, services, works and utilities under optimal reporting conditions: price - quality, so that they generate benefits for the entity, but with minimal negative impact on the environment. As a result, some methodological issues are proposed that would contribute to the creation of a sustainable public procurement system based on the regulatory principles applied in the EU countries.
