THE EUROPEAN EXPERIENCE IN MEDIA SUPPORT OF NATIONAL MINORITIES

Abstract
Mass media of national minorities function according to general legislative and deontological norms. An equal approach ignores their features. Specialized media require special state`s attention and support, because usually minorities media represent the interests of small groups of the population, which makes them uncompetitive in comparison with other private and state media. At the European level, there is no single approach to regulating the activities of the media of national minorities. European structures recommend introducing of direct and indirect subsidies to support the activities of specialized media. The conclusions of the organizations of the Council of Europe are advisory, not mandatory, and therefore are not implemented by many states. Examples of a support are the exception rather than the rule.
