In this article we intend to help the doctrinal means to clarify one aspect of the current financial policy which aims to target the economic crisis in which Romania is a saving solution for reducing public spending. Therefore we propose below to address some aspects of public expenditure management structure and to build us on whether or not this measure is able, by itself, to generate an economic recovery.
