The joint efforts of researchers, government and business to create conditions for recording and analyzing of innovation performance of economic entities (micro level) and countries (macro level) have generated a dialogue concerning the development of methodologies of their evaluation and ranking. This paper represents an approach, by which the disintegration of an aggregate into its components and the developing of their rating are accomplished.
