The economic crisis assumes the loss of production and the decrease of consumption, aspect that implicitly triggers the dramatic fall of budgetary incomes along with the increase of the level of unemployment and the cutting of wages of the work force. The political decision makers will have to cope with certain enhanced welfare needs meant to provide protection to those categories with diminished budget resources. The identification and implementation of certain welfare actions in the economic crisis period are imperative obligations for any government.
