In the article there are presented some general issues concerning local public services in countries such as the United Kingdom, France, Germany, the United States and Japan. How to organize the administrative system influences the process of cooperation on local and regional development. Local cooperation is necessary for the elaboration and implementation of joint projects of local communities for economic development, planning, and implementation of the protection value of tourism potential, modernisation of transport infrastructure.
