Sea port complexes as special territories contemporary conditions require studying their business from the standpoint of ensuring socio-economic and ecological economics. One of the current problems, which are now the focus is the problem of ensuring stable activity of economic subjects and the country as a whole. Object under examination by us is located in South-eastern Europe, which has a special condition for sustainable development. "Coast" is the place where the land meets the sea. Management port complex development process should be directed to the creation and use of complex economic mechanism, aimed, on the one hand, to increase the effective functioning port complex itself, on the other hand, - to improve regional ecological indicators.
