This study presents the analysis of the best international practices on reinforcing the entrepreneurial and digital skills in the new industrial revolution. The purpose of the research is to analyze the situation created at the national level regarding the development of entrepreneurial culture and relies of digital skills in higher education institutions. The authors identified the measures used for developing the entrepreneurial environment at the local level, researching the legislation regarding the support of entrepreneurial environment development and the entrepreneurial culture, identifying the opportunities of the educational institutions regarding the implementation of new informational technologies.
