LOCAL PUBLIC FINANCE – CONCEPTUAL AND LEGISLATIVE ASPECTS

The state needs financial resources to fulfill its functions and achieve its objectives. Financial resources are the
accumulation of income from various sources. All these resources must be managed efficiently to optimize and cover
the expenses. Finances represent the economic processes of procuring and using financial resources, they are divided
into public (central and local) and private finances. Local public finances are an integral part of public finances, but
they have individual aspects: conceptual and legislative aspects, the number of administrative-territorial units in the
country, the economic-social degree of development and specific local features. The purpose of the research is to
study the theoretical aspects of the field of local public finance and legislation, compared to Romania, in order to take
over good practices, which would lead to the improvement of the budget process through more efficient allocation
and management of local financial resources.
