Rezumat

The Lisbon Declaration of the European University Association (2007) sets out four areas that characterize a modern university and they are the organizational autonomy, financial autonomy, human resource autonomy and academic autonomy. Academic autonomy means freedom and responsibility of the University in developing its own programmes of studies, in defining the structure and content of the university curriculum, the responsibility of these programs quality assurance, the determination of the selection procedures of the future students. University autonomy will allow to universities to develop partnerships with intern and extern socio-economic back- grounds and European universities and that will generate their penetration in to the European space of higher education and scientific research. University autonomy consists of the university community right to lead with other words auto- nomy must be balanced by a mechanism of accountability, supervision and sanction. University autonomy includes the dialogue and negotiations, but in the case of society democratization can appear the decentralization of the university educational system. Accepting the fact that the university autonomy is a sensitive subject, it must become transparent in order to entrench its positions in the context of the university community.
