NORMATIVE/REGULATORY FRAMEWORK FOR PROFESSIONAL TRAINING, SPECIALTIES, QUALIFICATIONS AND EMPLOYEES: PROBLEMS OF INTERCONNECTION AND IMPLEMENTATION The first article addresses the issue of interconnection and correlation of the Nomenclature of Vocational Training Fields and Specialties, the National Qualifications Framework and the Classifier of Occupations, as well as the particu- larities of their implementation in higher education. The emphasis will be on the analysis of the functionality of these policy documents in the context of the structure of higher education in three cycles: bachelor, master, doctorate. It will analyze factors that cause disabilities in this respect on the labor market, but also between cycles of higher education.
