Abstract
Human resources are the competitive value of the company, which only in accordance with the development of other resources can achieve the strategic goals of the enterprise. The main condition for the efficient functioning of enterprise is advanced competitive level of employees. Analyzing the impact factors and restriction on personnel management process, it is desirable to arise not only from the scientific interpretation of different situation, and in estimating social monitoring or social diagnosis on the investigated problem.
