PRE-UNIVERSITY EDUCATION EMPLOYMENT WORKFORCE IN ROMANIA VERSUS EU MEMBER STATES

Abstract
The market is developed under close surveillance of the National Education Ministry at the level of each and every School Inspectorate, that is, the supply or demand of the vacant workforce positions is on each educational specialized level. In Romania, the competition is managed by the temporary educational units at the county level and consists of a practical test and a classroom special inspection in the applied teaching position profile requested, as well as a written test in the specific subject teaching, according to the specific programs of the competition, authorised by the Educational Ministry. The mark obtained following the practical test in the position profile or following the classroom special inspection in the position profile will ponder by 25% in the average allocation mark. For the employment allocation on an indefinite period of time, the applicants need a minimum mark 7 for both the written test and the classroom special inspection in the proper position profile. For the permanent employment, the applicants need at least mark 5 for the written test and the practical test for the special inspection in the position profile. The tenure is valid for 5 years in Romania. The tenure of the EU member states teaching personnel is managed in various ways, eg: in the Austrian education system, the contracts are regulated for both the definite and the indefinite period of time. The previous testing time needed for employment has been replaced by one year of training and forming period since 1988. In Belgium the employment consists of three stages: a temporary period, a priority temporary period and an indefinite time. The decision, however, is not always final since it depends on the annual assessments. In Cyprus the teaching personnel is employed and named by the Ministry of Education and they obtain the staff statute only after two years of employment, etc. Keywords: market, the labor market, employment, school admission, human resources, teachers, pre-university education.
