Abstract
The article explores the importance of strategic planning in public libraries, highlighting its role in adapting to
community needs and increasing institutional efficiency. The case study conducted at the ,,B. P. Hasdeu” Municipal
Library shows how the perceptions of librarians and users converge on the necessity of modernizing services and
digitizing resources. While librarians focus on improving internal structures and strengthening teams, users demand
the diversification of services and broader access to digital resources. The article proposes an integrated approach
that combines the internal needs of the library with community requirements, promoting innovation, digitization, and
collaboration to ensure long-term relevance and efficiency.
